Dubuque County in northeastern Iowa... * Until 900 PM CDT Thursday. * At 256 PM CDT, Emergency Management reported flash flooding from heavy rainfall across the warned area. Between 2 and 3 inches of rain have fallen. Additional rainfall amounts of 1 to 2 inches are possible in the warned area. Flash flooding is already occurring. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Emergency management reported. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. * Some locations that will experience flash flooding include... Dubuque, Asbury, Cascade, Epworth, Farley, Peosta, Worthington, Rickardsville, Sherrill, Centralia, Sageville, Bernard, Zwingle, Bankston, Durango, Graf, Lattnerville, Dubuque County Fairgrounds, Camp Little Cloud and Swiss Valley Park. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. In hilly terrain there are hundreds of low water crossings which are potentially dangerous in heavy rain. Do not attempt to cross flooded roads. Find an alternate route.

Although these storms will be fast-moving, they will have high rainfall rates, so areas that had storms this morning could be susceptible to runoff and flooding. * WHAT...Flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of Illinois, including the following areas, Bureau, Carroll, Hancock, Henderson, Henry IL, Jo Daviess, McDonough, Mercer, Putnam, Rock Island, Stephenson, Warren and Whiteside, Iowa, including the following areas, Benton, Buchanan, Cedar, Clinton, Delaware, Des Moines, Dubuque, Henry IA, Iowa, Jackson, Jefferson, Johnson, Jones, Keokuk, Lee, Linn, Louisa, Muscatine, Scott, Van Buren and Washington, and northeast Missouri, including the following areas, Clark and Scotland. * WHEN...Until 7 PM CDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. You should monitor later forecasts and be alert for possible Flood Warnings. Those living in areas prone to flooding should be prepared to take action should flooding develop.
