Flood Watch issued July 28 at 1:58AM EDT until July 29 at 8:00PM EDT by NWS Binghamton NY * WHAT...Flash flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of central New York, including the following areas, Delaware and Sullivan and northeast Pennsylvania, including the following areas, Lackawanna, Luzerne, Northern Wayne, Pike and Southern Wayne. * WHEN...From 11 AM EDT this morning through Wednesday evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Multiple rounds of showers and storms are expected to move over the area starting this morning through Wednesday. Rainfall rates could exceed 1-2 inches per hour with the heaviest downpours. Even though this area has been somewhat dry recently, multiple rounds of heavy downpours could cause urban flash flooding and/or small streams and creeks to flow out of their banks.
