Water was up to the doors of businesses with subjects stuck in place. HAZARD...Life threatening flash flooding caused by thunderstorms. SOURCE...Radar. IMPACT...Life threatening flash flooding of creeks and streams, urban areas, highways, streets, and underpasses. Some locations that may experience flash flooding include... Philadelphia, Camden, Wilmington, Newark, Gloucester City, Chester, Deptford, West Deptford, Pennsville, Bellmawr, Yeadon and Westtown. This includes the following highways... Interstate 295 in New Jersey between mile markers 0 and 27. Interstate 476 in Pennsylvania between mile markers 0 and 14. New Jersey Turnpike between exits 1 and 2. Interstate 76 in Pennsylvania between mile markers 336 and 351. Interstate 95 in Pennsylvania between mile markers 0 and 32. Interstate 676 in Pennsylvania between mile markers 0 and 1. Interstate 676 in New Jersey between mile markers 0 and 4. Interstate 76 in New Jersey between mile markers 0 and 3. Interstate 95 in Delaware between mile markers 1 and 23. Turn around...don't drown when encountering flooded roads. Most flood deaths occur in vehicles.

Flood Watch issued July 21 at 4:46PM EDT until July 22 at 2:00AM EDT by NWS Mount Holly NJ * WHAT...Flash flooding caused by excessive rainfall continues to be possible. * WHERE...Portions of northern Delaware, including the following area, New Castle, New Jersey, including the following areas, Camden, Eastern Monmouth, Gloucester, Hunterdon, Mercer, Middlesex, Morris, Northwestern Burlington, Somerset and Western Monmouth, and southeast Pennsylvania, including the following areas, Delaware, Eastern Chester, Eastern Montgomery, Lower Bucks, Philadelphia, Upper Bucks, Western Chester and Western Montgomery. * WHEN...Until 2 AM EDT Wednesday. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Showers and thunderstorms will continue into tonight with the most widespread activity occurring through this evening. Some heavy showers and thunderstorms will produce torrential rainfall, with 2 to 3 inches of rain per hour possible.
