Between 1 and 3 inches of rain have fallen. Flash flooding is already occurring. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Law enforcement reported. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Letcher, Bath, Vicco, Blackey, Carbon Glow, Carcassonne, David, Gander, Redfox, Cody, Jeremiah, Indian Bottom, Dirk, Carr Creek, Elko, Amelia, Smithsboro, Arminta, Littcarr and Isom. Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

In southeast Kentucky, Bell, Breathitt, Clay, Floyd, Harlan, Jackson, Knott, Knox, Lee, Leslie, Letcher, Magoffin, Owsley, Perry, Pike and Wolfe. * WHEN...Until 10 PM EDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Numerous to widespread showers and thunderstorms are expected through the first part of the evening.
