In southeast Kentucky, Bell, Breathitt, Clay, Jackson, Knox, Lee, Morgan, Owsley and Wolfe. * WHEN...Through Wednesday morning. * IMPACTS...Excessive runoff may result in flooding of creeks, streams, and other low lying and flood prone locations. * ADDITIONAL DETAILS... - Showers and thunderstorms are expected into the morning.
